INDIANA EARLY CHILDHOOD DATA
ELAC is monitoring key indicators to track progress on making early childhood education accessible,
affordable and high-quality for Indiana’s children and families.
ELAC’s focus is to baseline where Indiana stands against key indicators and make best practice recommendations.
One of ELAC’s statutory responsibilities is to complete a needs assessment of early childhood education in Indiana and to present recommendations to the Governor’s Office and the Indiana Legislative Council. Since 2013, ELAC has been working to better understand the current state of young children and families as it relates to early childhood education.
The annual needs assessment that ELAC completes focuses on young children ages 0-5. The needs assessment is compiled into three deliverables.

The data compiled to complete the needs assessment is compiled from multiple sources and provides a comprehensive overview about the state of young children in Indiana.
The ELAC Data Coordination and System Integration workgroup provides guidance and strategic direction in the completion of the annual needs assessment.
